DESCRIPTION:
Under the direction of the Dean of Career and Technical Education and Workforce Development or designated administrator, the Workforce Training & Career Education Manager plans, coordinates, implements, and evaluates workforce training, career education programs, and strategic industry partnerships. This role oversees staff, develops noncredit and career programs, manages grants and contracts, and supports the development of Competency Based Education and the implementation of Credit for Prior Learning (CPL), and assists students in achieving living-wage career pathways. The Manager ensures alignment with labor market needs, college strategic priorities, and compliance with federal, state, and local regulations.
SUPERVISION RECEIVED AND EXERCISED:
Receives direction from the Dean of Career and Technical Education and Workforce Development or designated administrator. Exercises supervision over program staff, instructors, and temporary employees, providing training, coaching, and performance evaluation.
CLASS CHARACTERISTICS:
This class is distinguished from lower-level coordinator positions by its responsibility for program management, grant administration, employer partnerships, CPL, and staff supervision. Duties involve operational decision-making and program leadership with moderate independence under the general guidance of the Dean or Director. Successful performance requires skill in coordinating programs with other college divisions and external partners.

- Plan, coordinate, and schedule workforce training programs, stackable certificates, industry credentials, competency-based education, CPL opportunities, and noncredit courses.
- Conduct research and labor market analysis to design new programs aligned with employer and student needs, including identification of CPL pathways.
- Develop and manage grant-funded workforce initiatives, including monitoring compliance, assisting with proposals, and reporting outcomes.
- Supervise program staff, instructors, and temporary employees; provide training, coaching, and performance evaluations.
- Assist in budget planning, resource allocation, and tracking expenditures for assigned programs.
- Serve as a liaison to industry, employers, community organizations, and other educational institutions to promote programs and partnerships, and CPL opportunities.
- Represent the Dean or CTE and Workforce Development leadership at meetings, conferences, and community events.
- Develop, implement, and maintain accurate records, reporting systems, and program documentation.
- Communicate and coordinate with vendors, contractors, and internal departments regarding class schedules, materials, and services.
- Conduct administrative analysis, compile data, prepare reports, and evaluate program effectiveness.
- Ensure compliance with federal, state, and local regulations, as well as college policies and grant requirements.
- Perform other related duties as assigned.

Supplemental Information
EDUCATION AND EXPERIENCE
A bachelor’s degree from an accredited institution in business, public administration, education, workforce development, or a related field.
Three (3) years of progressively responsible experience in workforce training, career education, or program management, including supervisory or leadership responsibilities.
Experience with grant-funded programs preferred.
CONDITIONS OF EMPLOYMENT:
This is a grant funded, full-time, educational management position. Management salary range XIII: $92,261.00 to $112,144.00 annually (within this salary range, the successful candidate’s starting salary will be commensurate with education and experience).
Annual doctoral stipend: $3,000.
The district provides health benefits, which consist of full medical, dental, and vision insurance coverage for employees and a high percentage of coverage for eligible dependents. There is also life, accident, and income protection insurance, sick leave, vacation, and paid holidays, and CalSTRS (Academic Employee’s State Teachers Retirement Program).
Note: This position is grant-funded, with funding currently anticipated for a period of up to two (2) years. Continuation of employment beyond this period is contingent upon the availability of ongoing funding.
