Casual Career Advisor – Workforce Innovation Opportunity Act (WIOA) Adult Program (100% Grant Funded)

This position is 100% Grant – Funded and Subject to Evaluation Annually

This position will report to the Midtown Harrisburg Campus

Job Summary: The Career Advisor is responsible for delivering comprehensive career, training, and employment services to eligible participants under the Workforce Innovation and Opportunity Act (WIOA) Adult Program. This position conducts assessments, develops individualized service strategies, administers case management, and ensures program compliance in accordance with all federal, state, and local regulations. The Career Advisor supports participants in obtaining employment, achieving career advancement, and meeting performance outcomes established by WIOA. This position is contingent on grant-funding.

Minimum Qualifications:

Bachelor’s degree in Human Services, Education, Counseling, Social Work, Workforce Development, or a related field. Equivalent experience may be considered.

Demonstrated experience in career counseling, case management, workforce development, or related human services fields.

Licensing Requirements:

* Valid Driver’s License
* PA ACT 15

Hiring Range: 22.5/hour

Preferred Qualifications: Knowledge of WIOA regulations, workforce programs, and local labor market trends preferred.

Job Specific Task List:

• Program Eligibility and Enrollment: Conduct eligibility screenings and verify required documentation according to WIOA program guidelines; Administer intake assessments to identify participants’ career interests, employment history, educational background, skill levels, and potential barriers to employment; Initiate and maintain Individual Employment Plans (IEPs) to establish clear, measurable career and training objectives. – (Essential)
• Career Counseling and Case Management: Provide professional career advisement, including labor market information interpretation, job exploration, and guidance on career pathways; Support participants through job search activities such as resume development, interview preparation, digital literacy instruction, and application assistance; Deliver ongoing case management to monitor progress, document services, and adjust service strategies as needed; Coordinate supportive services in alignment with WIOA regulations to mitigate employment barriers. – (Essential)
• Training and Employment Services: Evaluate suitability for WIOA-funded training opportunities, including occupational skills training, on-the-job training (OJT), and work-based learning; Facilitate referrals to approved training providers and ensure compliance with Individual Training Account (ITA) procedures; Assist participants in securing employment that aligns with their skills, training, and career goals. – (Essential)
• Employer and Partner Engagement: Collaborate with employers to identify workforce needs and facilitate job matching for qualified participants; Build and maintain relationships with educational institutions, training providers, and community organizations to support service delivery; Participate in outreach activities, job fairs, and partner meetings as required. – (Essential)
• Documentation and Compliance: Accurately document all services, interactions, and outcomes in the designated case management system in a timely manner; Maintain participant files in accordance with federal, state, and local audit and monitoring standards; Ensure adherence to WIOA performance measures, data integrity requirements, and confidentiality standards. – (Essential)
• Follow-Up and Retention: Provide mandatory follow up services to support participant retention, job stability, and career progression; Monitor post employment outcomes and provide assistance to address employment-related challenges. – (Essential)
