Rathbones investment director Robert Hughes-Penney has been elected one of the two Sheriffs of the City of London, with his term set to begin September 2025.
He will serve alongside Keith Bottomley in one of the UK’s oldest secular civic offices.
Hughes-Penney, one of Rathbones’ longest-serving senior investment directors, brings more than 30 years of experience in wealth management to the role.
He has played a key part in shaping Rathbones’ stewardship and governance practices and currently chairs TheCityUK’s Business Council.
His election comes at a pivotal time, as the City continues its Growth Unleashed campaign, launched in 2024 to support a bold new economic agenda.
In his role as Sheriff, Hughes-Penney will act as an ambassador for the City of London and the UK’s wider financial and professional services sector.
He will also support the Lord Mayor’s office and represent the City at legal, business, civic and philanthropic events, many of which take place at the Old Bailey.
Speaking about his appointment, Hughes-Penney said: “My 30 years at Rathbones has taught me the importance of helping people earn, give and save responsibly.
“In my new role, I want to explore how we can support individuals within the judicial system to build better futures.”
In addition to ceremonial duties, Hughes-Penney will help lead the Justice for All series, a programme of events focused on the financial, moral and institutional requirements for delivering justice in the 21st century.
He will also support fundraising efforts for the Sheriffs’ and Recorder’s Fund, which helps rehabilitate prison-leavers and support their families.

Hughes-Penney started his career in the City in 1993 after serving in the British Army and has since built a distinguished career at Rathbones managing global multi-asset portfolios.
He was elected Alderman for the Ward of Cheap in 2018 and is a passionate advocate for financial literacy and education.
